Responsibilities:

Responsible for selection of international construction supervision consultants and contractor followed by supervising the construction of Shitalakhya Bridge funded by Saudi Fund for Development (SFD).

Responsible for administering the contract of Dapdapia Bridge construction project funded by Kuwait Fund for Arab Economic Development (KFAED) under FIDIC contract.

Task accomplished (pre-construction activities):

Prepared Expression of Interest (EOI) and Request for Proposal (RFP) documents for selection of consultant following SFD guidelines and evaluated the proposals as a key member of Proposal Evaluation Committee (PEC)

Prepared Pre-Qualification (PQ) documents and bidding documents for the bridge construction work

Prepared Development Project Proposal (DPP) and appraisal report for the construction of Labukhali Bridge a follow up project under KFAED finance

Task accomplished (construction management):

Approved shop drawings, work methods and work program of Dapdapia bridge and approach road work

Reviewed and accepted monthly and quarterly progress report and maintained account of the project for government and replenishing fund from KFAED for payment.

As the head of Technical Services Wing (TSW), dealt with highway planning, design, specification and quality management of works for road/highway construction and maintenance and introducing design & construction best practices in RHD. Assisting the consultants to update the Road Master Plan (RMP) and developing blue print for National Transport Master Plan (NTMP) for Bangladesh. Introducing a number of institutional changes through technical support projects with the World Bank (WB), Asian Development Bank (ADB), Japan International Cooperation Agency (JICA) and Korea International Cooperation Agency (KOICA). Leading the introduction of Intelligent Transport System (ITS), Axle Load Control System (ALCS), Electronic Toll Collection System (ETCS), Service Area Development, Intelligent Traffic Management and Incident Detection System (ITMIDS) to ensure a safe and sustainable highway system across the country. Developing the Bangladesh Road Safety Project based on safe systems approach, a multi-year multi-phase Road Safety Program to be financed by the WB. Working as a member secretary of Road Transport Sector Integration and Coordination Platform (RTSICP) to coordinate all the government stakeholders of transport sector and the development partners having transport portfolio in Bangladesh. Represented Bangladesh to the UNESCAP Transport Division as an expert member on several occasions. Contributed to PIARC (World Road Association) as a member of Technical Committee and also represented in the PIARC Council representing Bangladesh as an Assistant of First Delegate of Bangladesh in two consecutive cycles (8 years). Hugely contributed to Engineering Education of Bangladesh as an Evaluation Team Member of Board of Accreditation for Engineering and Technical Education (BAETE) and mentored graduate engineers to become Professional Engineer under Bangladesh Professional Engineers Registration Board (BPERB). Actively Contributing as a member of Industrial Advisory Panel for Civil Engineering Program of a number of Public and Private Universities including BUET, IUT, MIST, NSU, UAP, and AUST.

Bangladesh Road Safety Project (BRSP):

The World Bank, in collaboration with the Government of Bangladesh and other stakeholders, is preparing the Bangladesh Road Safety Project (BRSP) to improve road safety management and reduce traffic injuries. The project has three main components: Multi-sectoral Road Safety Pilot Projects, Priority Road Safety Investments, and Technical Assistance to build capacity and establish a National Road Safety Program. Established Road Transport Sector Integration and Coordination Platform (RTSICP) for better Coordination of Transport Projects. Administered World Bank financed "Building Stronger Institutions for Better Transport Sector Governance in Bangladesh" project. The project also covers reviewing the construction cost and lifecycle cost trends and developing lifecycle cost analysis manual for RHD and accrual-based asset accounting system. Implemented the "Improving the Reliability and Safety on National Highway Corridors of Bangladesh by Introduction of ITS" project funded by KOICA that developed ITS Masterplan, ITS Architecture and Implemented ITS on N8 corridor including operationalizing the central and field Traffic Management Centers (TMC). Led the development of Masterplan for Optical Fiber Network along the RHD road network to implement Dig Once Policy to meet the digital connectivity need for next 30 years. Implemented a Project for Construction of Rest Area with Parking Facilities for Freight Vehicle Drivers on Four National Highways. Also implemented a Project for Installation of Axle Load Control Stations including Weigh In Motion (WIM) systems. Actively involved in developing Bangladesh Freight Transport Model (BFTM) for better management of freight and contribute to lowering the logistics cost. Implemented the "Project for Axle Load Control on Major Highways in Bangladesh" funded by JICA. The Project developed National Axle Load Management System including Legal Framework and defining Axle Load and Gross Vehicle Weight for Different Types of Vehicle.
